State officials, aquaintances and police have described Hawkins as having a troubled past. He had broken up with a girlfriend recently and lost his job. Acquaintances said he was a drug user and that he had a history of depression.
Hawkins spent four years in a series of treatment centers, group homes and foster care after threatening to kill his stepmother in 2002, state officials said.
In August 2006, social workers, the courts and his father all agreed: It was time for Hawkins to be released - nine months before he turned 19 and would have been required to leave anyway.
After reviewing surveillance tape, a suicide note and Hawkins' last conversations with those close to him, police said they don't know - and may never know - exactly why Hawkins went to the mall and opened fire.
About an hour before the shootings, Hawkins called Debora Maruca-Kovac, a woman who with her husband took Hawkins into their home because he had no other place to live. He told her he had written a suicide note, Maruca-Kovac said. In the note, Hawkins wrote that he was "sorry for everything" and would not be a burden on his family anymore.

WASHINGTON (AP) - A crackdown on illegal immigration will have to go forward without help from Congress, the Bush administration said Friday, asserting that an executive-branch-only approach is better than doing nothing.
Two Cabinet secretaries - Homeland Security's Michael Chertoff and Commerce's Carlos Gutierrez - said they hoped to have new tools to combat illegal immigration before moving further to cope with the problem. But Congress could not agree on comprehensive legislation.
The officials said they'll rely instead on tools already in their arsenal, some of which are already under way, including a plan to administratively sanction employers who hire illegal immigrants.

The Rasmussen Reports daily Presidential Tracking Poll shows that former Tennessee Senator Fred Thompson and former New York City Mayor Rudy Giuliani remain in a virtual tie atop the race for the Republican Presidential nomination. Thompson attracts support from 25% of Likely Republican Primary Voters while Giuliani is the top choice for 24%. Former Massachusetts Governor Mitt Romney and Arizona Senator John McCain are each preferred by 12% (see daily history). Among the second tier candidates, Arizona Senator Sam Brownback attracts support from 3%, Mike Huckabee is favored by 2% and four other candidates (Ron Paul, Tom Tancredo, Duncan Hunter, Tommy Thompson, and Sam Brownback) split 4% of the vote. Seventeen percent (17%) are undecided.Giuliani/Thompson 2008 Republican ticket. Giuliani for President, Thompson for Vice President. I just want to get it out there as my prediction. Translation: We know what you're doing, we now have solid evidence of it, and this is your last warning to cease and desist. We will take out your training camps and anything else we feel is necessary to ensure our safety. I don't think we can sustain a full occupation of Iran. So, my guess is we intend to wipe out as much as we can of their attack capability (especially missiles). This will include destroying any known training facilities, and as much of their military as possible from the air. We most likely have already been positioning ourselves to repel any attack, but I don't think we would move ground forces into Iran. As a bonus for the rest of the world and us, we will destroy their nuclear plant and any capability to enrich uranium. If we are going to do this, we have to do it this year. Starting this during a presidential election will guarantee failure for us. So, my best guess is it will happen by the end of November or never. By the way, I wanted to get this out, there has been attempts to better define victory in Iraq. Our victory in Iraq should be complete and total destruction of terrorists. That's it. The definition of terrorist for us should be anyone desiring to kill Americans or our allies and willing to act on it. The president made a miscalculation during the illegal immigration fight and his support has eroded because of it to dangerous levels. The thing that angered me the most is this question "So, do you expect us to deport 12 million plus people now?" So now the number of people who break our laws will determine what's right? WASHINGTON (AP) - Just when things looked darkest for I. Lewis "Scooter" Libby, when prison seemed all but certain, President Bush wiped away the former White House aide's 2 1/2-year sentence in the CIA leak case.
Bush's move came Monday, just five hours after a federal appeals panel ruled that Libby could not delay his prison term. His prospects for an emergency appeal to the Supreme Court seemed bleak. The former chief of staff to Vice President Dick Cheney, Libby was just waiting for a date to surrender.
After months of sidestepping pardon questions, Bush stepped in. He did not issue a pardon but erased a prison sentence that he felt was just too harsh.

BAGHDAD (AP) - Iranian forces helped plan one of the most sophisticated militant assaults of the Iraq war - a January raid in which gunmen posed as an American security team and launched an attack that killed five U.S. soldiers, an American general said Monday.
U.S. military spokesman Brig. Gen. Kevin J. Bergner also accused Iran of using its Lebanese ally, the Shiite militia Hezbollah, as a "proxy" to arm Shiite militants in Iraq.
The claims were an escalation in U.S. accusations that Iran is fueling Iraq's violence, which the government in Tehran has denied. It was also the first time the U.S. military has said Hezbollah has a direct role - which, if true, would bring a dangerous new player into Iraq's conflict.
Hezbollah has denied any activities in Iraq, saying it operates only in Lebanon.

We wait with bated breath.WASHINGTON (AP) - Conservative Republican senators and a handful of Democrats are trying to put a final knife in President Bush's plan for legalizing millions of unlawful immigrants.
A broad immigration bill, embracing what critics call amnesty, survived a series of unfriendly amendments Wednesday. Supporters pointed to the bill's tighter borders and workplace rules to keep it alive.
Both sides agreed the crucial vote occurs Thursday. Supporters must gain 60 votes in the 100-member chamber to limit debate and clear the way for a roll call on final passage, perhaps by Friday. Anything less will likely doom the legislation until a new president and Congress take office in 2009.

Cell phones unstrung telecommunications. Wi-Fi liberated computer data. Now the last knotty wire that seemed destined to remain, the power cord, could be on its way out. Massachusetts Institute of Technology researchers announced last week that they had made a 60-watt light bulb glow by sending it energy wirelessly, potentially previewing a future in which cell phones and other gadgets get juice without having to be plugged in.This is truly amazing. The whole "noise cancellation" principle blows my mind and makes me wonder how it will affect fundamental mathematics. But now that MIT is having success with "re-instating" the canceled noise, I am truly amazed. Sending power through the air is something I've thought about for years. I like to think of it as encryption. The power source encrypts the amperage so it is undetectable and hopefully harmless. Then it sends it through the air and and a receiver collects it and then decrypts it so it can be used. They are 40 to 45% efficient according to the article. What happens to the 55 to 60% of power that is not used? I hope that when this is eventually implemented we don't have to worry about our livers being cooked accidentally!

"WASHINGTON (AP) - Flinching in the face of a veto threat, Democratic congressional leaders neared agreement with the Bush administration Tuesday on legislation to pay for the Iraq war without setting a timeline for troop withdrawal. Several officials said the emerging compromise bill would cost about $120 billion, including as much as $8 billion for Democratic domestic priorities - originally resisted by the White House - such as disaster relief for Hurricane Katrina victims and farmers hurt by drought. After a bruising veto struggle over war funding, congressional leaders in both political parties said they hoped the compromise would be cleared for President Bush's signature by Friday. Despite the concession, Senate Majority Leader Harry Reid, D-Nev., told reporters that the legislation would be the first war-funding bill sent to Bush since the U.S. invasion of Iraq 'where he won't get a blank check.'
